Bake at 450 for 15 minutes.

If using a roasting rack place chicken on top allowing spice mix to run all over veggies. Toss chicken potatoes and carrots into a large bowl and mix with one tablespoon olive oil teaspoon each of thyme basil garlic powder and pepper. Drizzle carrots and onion with olive oil.
Meanwhile combine potatoes carrots onion and halved garlic cloves in a large bowl. Bake at 350 for 1 1 2 hours. Prep baking sheet pan with a coat of pam.
Scrub peel and halve the potatoes quartering any larger ones. Cover loosely with foil if chicken browns too quickly. Spread the chicken and veggies.
Add remaining rosemary sage thyme salt pepper and remaining oil. Break the garlic bulb into cloves leaving them unpeeled then lightly crush with the flat side of a knife. Drizzle with around 1 tbsp olive oil and salt and pepper.
Pick the rosemary leaves discarding the stalks. Roast in the preheated oven for 30 minutes. Place chicken skin side up on top of the vegetables.
