Whip again before using. Beat all ingredients together until icing forms peaks about 7 to 10 minutes at low speed with a heavy duty mixer 10 to 12 minutes at high speed with a hand held mixer.
Add water and mix on low to medium for 7 10 minutes until icing loses its sheen. Let icing sit for 15 to 30 minutes to let air bubbles rise naturally. Meringue powder is a must for this recipe do not substitute with raw egg whites which can be a food safety issue or dried egg whites.
Neither will produce the same results as meringue powder. To prevent drying out keep the bowl and icing tips covered with a damp towel. Meringue powder makes gorgeous royal icing without the use of raw eggs so you can keep the icing stored at room temperature.
There s more than one way to make this hard drying icing. You can make royal icing with meringue powder eggs or you can mix up a no egg variation. However i much prefer to make royal icing with meringue powder or dried egg whites mixed with a stabilizer cream of tartar and sometimes a bit of sweetener.
