If it is too skinny add extra powdered sugar 1 tablespoon at a time. Keep adding the icing sugar a little at a time when the mixture looks like thick whipped cream and makes soft peaks when you push down the hooks paddle in it you can use it for piping. Start mixing slowly and then gradually increase to a higher speed adding the remaining water until you reach the desired consistency.
